April 21: H Visa Cap Exemption Would Boost Guam Military Buildup
DWT Pacific Co-chair David Cohen announces that a piece of legislation he helped to write, one that would exempt Guam and the Northern Mariana Islands from immigration law caps for temporary workers, has passed the United States Senate, and been sent to President Bush for his signature.
